摘要
近年来,PC项目模式作为工程建设项目开展组织的方式之一,越来越多地被建设方所采用。但由于业主对设计与采购施工的单独发包,使得采购作为设计与施工的中间环节承担各种风险。本文以华北石化炼油质量升级项目为例,总结PC项目模式采购工作特征,并对采购工作中面临的问题从业主、设计、PC承包方三方面给予控制对策,解决业主、设计、采购三方管理脱节问题,发挥PC项目模式优势。
In recent years, the PC program model as one of construction projects to carry out the organization, isincreasingly adopted by project owner but due to the owner for the design and procurement of construction contractseparately, make the purchase as the middle part of the design and construction of all kinds of risk in north Chinapetrochemical refining quality upgrading project as an example, summarizes the PC procurement program modelcharacteristics, and the problems in the procurement of three aspects from PC owners design contractor gives the controlcountermeasures, solve the problem of owners design procurement tripartite management disjointed, giving full play to theadvantages of PC program model.
