摘要
国际金融组织贷款土建工程项目完全按项目业主编制的工程量清单进行报价,并采用"经评审的最低价"进行评标。在实际招投标过程中,出现了部分投标人采用超低价、支付前置及严重不平衡报价"抢标"的情况,给项目业主后期合同管理和造价控制带来很大风险。本文基于招标实践经验,试图通过合理的方法适度提高履约保险金对这一风险进行防控。因所提计算方法基于实际案例,对类似项目的招标管理有很大的参考价值。
International financial organizations loan civil engineering project completely according to the project ownerto prepare the bill of quantities quotation, and adopt the evaluation of the lowest price in the bidding process for theassessment, the part using ultra low-cost bidders pay front and serious unbalanced bid quotation, late for owners of projectcontract management and cost control to bring great risk in this paper, based on the bidding practice experience, tryingto moderate to improve the performance by using the method of reasonable premium for the risk prevention and controlfor the proposed calculation method based on the actual case, for similar project bidding management has great referencevalue.
