区域科技人才开发效率评价研究——基于2005~2014年省际面板数据的经验分析 被引量:10

摘要 采用DEA—Tobit两步法,对我国30个省市、自治区(西藏除外)2005~2014年的科技人才开发三种效率值进行纵向时间趋势的分析与横向地区间的差异比较,然后对其影响因素进行了实证分析。结果表明:我国各地区科技人才开发效率整体水平较高,东北部科技人才开发效果最为理想,但各地区之间及内部发展仍不平衡。劳动者素质、对外开放程度、产业结构、创新环境与企业结构对我国地区科技人才开发效率有直接的显著的正向影响,经济发展水平中的地区名义GDP、人均名义GDP分别通过政府投入各地区R&D比重与劳动者素质两个中介变量对我国地区科技人才开发效率产生间接的显著的正向影响。 This paper uses DEA-Tobit two-stage method to analyze the three efficiency values of science and technology talents development of 30 provinces from 2005 to 2014. The results show that the overall level of efficiency of science and technology talents development is relatively high, and the efficiency of science and technology talents development in Northeast is the most ideal. Also, there is still an imbalance within each region. The quality of workers, degree of opening to the outside world, industrial structure, innovation environment and the enterprise structure have a direct and significant positive impact on the efficiency of the science and technology talents development in our country,the nominal GDP and nominal GDP of per capita have indirect and significant positive effects on the efficiency of the science and technology talents development through two intermediary variables: government input R&D ratio of the region and workers' quality.
