德尔菲法在上海区县卫生评价指标中的应用

Application of Delphi Method in the Performance Evaluation Index System of Health Services of Districts in Shanghai

目的评价区县卫生系统改善健康能力的整体绩效,为客观评价上海市各区县卫生系统绩效提供依据。方法运用德尔菲法建立上海区县卫生绩效评价指标体系,请11位专家进行2轮专家咨询。结果筛选并形成包括中期效果和长期效果为一级目标,可及性、成本、效率、效益、满意度等为二级指标,每千人拥有床位数等为三级指标的评价体系。结论运用评价指标体系,可对区县卫生绩效开展客观、科学的评价,对指导区县卫生事业发展具有重要意义。

Objective To estimate the performance of district health system in improving health,so as to provide reference for the objective assessment of health performance system of districts in Shanghai. Methods The performance evaluation index system of health services of districts in Shanghai was established through the Delphi method,and a total of 11 professors were invited for expert consultation for two rounds. Results An evaluation system was established,with middle-term effect and long-term effect set as the first-grade indexes,indicators such as accessibility,cost,efficiency,benefit,and satisfaction as the second-grade indexes,and beds per thousand and others as third-grade indexes. Conclusion The evaluation index system can be applied to objectively and scientifically assess the performance of health services of districts,which thus provides reference for the development of health services of districts in Shanghai.
