气候移民的研究进展述评

A Review of Research Progress on Climate Migration

随着气候变暖,极端天气事件频发,气候移民问题日益成为人类社会的重要议题,但目前有关气候移民的研究较为零碎。本文从气候移民的概念和模式、对迁入地和迁出地的影响、气候移民的应对政策,气候移民面临的法律问题等方面对现有文献进行较系统的归纳总结。未来应该从导致移民的气候阈值确定、移民的综合影响评估以及移民的法律和伦理道德等方面深入研究。

With climate warming and frequent extreme weather events occurring,climate migration issues increasingly become severe challenges of the human society. But the related research fields of climate migration are more fragmented. This paper summarizes the existing literature from the aspects of the concept and model for climate migration,the impact of climate change on the immigration and the relocation; the response policy on climate migration should be taken,as well as the legal problems faced by climate migration. Accordingly,the future research should focus on the climate threshold of migrants,the integrated impact assessment of migrants,and the legal and ethical aspects of immigration.
