供给侧改革视角下的高等教育资源共享系统研究

On Higher Education Resource-sharing System from Perspective of Supply-Side Reform

"供给侧改革"为解决教育资源共享中的突出问题提供了新的思路和方法。文章在深入分析高等教育资源共享中供给质量影响因素的基础上,以军队院校西安协作区为例,根据协作区资源共享的现状、需求和问题,提出供给侧视角下的资源共享系统解决方案,包括"一核多元"的教育资源共享内容结构,基于"云服务"的资源共享服务平台,管理、运行、激励"三位一体"的协同共享机制和面向联教联训的五类资源共享模式,旨在提升高等教育资源共享质量和效益。

Supply - side reform provide new horizon to solve the problems in higher education resource share. This paper is intend- ed to analyze the supply - side affecting factors concerning higher education resources sharing. Taking Xi＇ an Military University Col- laboration Alliance as an example, this paper elaborates current situation, sharing needs and problems. Finally, a systemized solution is proposed in order to improve the quality and efficiency of higher education resources sharing. The core contents in the solution are four kinds of sharing resources, three layers cloud resource sharing service platform, three kinds of sharing mechanism and five effective re- source sharing service patterns.
