摘要
随着我国高校行政化不断扩张、各职能部门追求自身利益最大化以及师生群体主体性发育不足,致使高校内部治理主体结构碎片化日益凸显,具体表现为高校内部校院两级治理主体结构的二元分化;高校内部各职能部门机构裂化;高校内部教师和学生治理主体的边缘化。整体性治理理论为高校内部治理主体结构碎片化提供了新的分析视角,其所倡导的协调和整合理念,是克服碎片化困境的良方,从而提出解决高校内部治理主体结构碎片化的整合路径,即整合与规范校院治理主体的层级关系;整合与协调高校内部分散化的职能部门;整合与培育师生自治组织网络关系。
The fragmentation of the main internal governance body in the universities arises along with the continuous administra- tion expansion, the interests maximization in the functional departments and the underdevelopment of teachers and students. The mani- festations are the structure dichotomy of the main body of two - level governance, the cracking of institutions in various functional de- partments and the marginalization of teachers and students in the universities respectively. The theory of holistic govemance with the i- dea of coordination and integration, which provides a new perspective for the fragmentation of the the main body of internal governance, is a good method to overcome the dilemma. Therefore, the solutions are proposed in the following three aspects. They are the integra- tion and regulation of the hierarchical relationship in the main body of the governance, the integration and coordination of the decentral- ized functions in the universities and the integration and cultivation of the network of teachers and students autonomy.
