高校大学生资助政策的实施现状、问题及对策

高校大学生奖助学金的资助政策是我国为了解决大学生家庭贫困问题而采取的一项措施,是教育公平以及社会正义的核心内容。自中华人民共和国成立以来到改革开放、再到步入21世纪以来,这一政策在施行的过程中也是几经波折,形成"奖、贷、助、补、减"五位一体的资助模式,但在这个过程中也出现诸多问题,如资助体系设计不完善、信息平台宣传不到位、资助未能让所有经济困难的大学生受惠、资助力度不足以有效缓解部分受助学生的经济负担、贫困认定存在问题、识别机制有待完善等。因此,提出以下建议可供参考:首先,确定资助主体的责任,构建政府与社会各界多元参与的新模式;其次,优化学生资助结构;最后,实现精准资助,让学生形成正确的消费观念。

The financial aid policy for college students is a measure to relieve the problem caused by college students＇ family pov- erty, which is the core content of education equity and social justice. From the founding of new China to the twenty - first century, the implementation of this policy witnesses a series of changes, forming a ＂scholership, loan, assitance, compensation and reduction＂, which is called a five - in - one mode, but there are many problems in the process, including imperfect funding system design, absent information publicity platform, inefficient measures to finance all students in need, ineffective benefit funding to alleviate some of the recipients of the students＇ economic burden, etc. Therefore, the following suggestions are put forward, first, to determine the responsi- bility of the funding body, to build a new model of government and social participation ; secondly, to optimize the structure of student funding; finally, to achieve accurate funding in order to cultivate students＇ correct concept of consumption.
