西部地区精准扶贫工作绩效评价指标体系研究

Preliminary Research on Performance Evaluation System for the Targeted Poverty Reduction in West China

[目的/意义]我国西部地区是国家脱贫攻坚的主战场之一。"十三五"时期是西部地区脱贫攻坚工作进一步向纵深发展,由整体全面推进向深度贫困聚焦聚力的关键时期。要在扶贫对象、脱贫任务、扶持措施、贫困退出上务求精准,就必须以目标为导向、真督实导,打赢深度贫困地区脱贫攻坚硬仗。[方法/过程]针对精准扶贫各阶段特点和工作内容,以衡量扶贫成效为考核目标,运用关键指标法、标杆导向法、项目管理法,初步建立一套精准扶贫考核指标体系。[结果/结论]建立的指标体系包含8个一级指标,下含26个二级指标和57个三级指标;对指标赋值量化提出了相应的解决办法。

[Purpose/Significance]West China is one of the main battlegrounds for the country to get out of poverty. The＂13 th five-year plan＂is the key period for the west area to promote poverty alleviation wholly and deeply. [Method/Process]Successful targeted poverty reduction should be accurate in confirming the object,the tasks and the strategies; goal orientation and guiding should be put into effect. This paper discusses the characteristics and contents of targeted poverty alleviation in different stages. It proposes some measues to evaluate the achievements of poverty reduction： key index method,benchmarking method and project management method,which make a set of evaluation system of ＂targeted poverty alleviation＂. [Result/Conclusion]This index system is designed with three levels of indicators,which cover 8 major aspects and 57 specific indicators. Such system is a good solution to judge poverty alleviation with assignment and quantification of the index.
