How to fully mobilize the enthusiasm of the youth police work and open the emotional door of the police,thus help the youth civil police to fasten each button in the life,how to find other new ways for the police team management practice on the basis of inheriting and carrying forward the traditional management experience,both of which make up the perspectives of the article. Based on the theory of hygiene-motivational factors,from two aspects of health factors and incentive factors,strengthening and perfecting the scientific and effective incentive mechanism is the urgent affair.
