生态功能区经济发展绩效评价研究——基于黑龙江省的实例

Study on Economic Development Performance Evaluation of Ecological Functional Area:Based on Heilongjiang Province

生态功能区经济发展绩效评价对保障生态安全、促进经济绿色发展具有重要意义。从生态环境、经济发展和政府服务3个维度出发构建绩效评价指标体系,对4个重点生态功能区进行绩效评价,研究结果表明:重点生态功能区生态系统维持较好,但存在着生态功能区间发展不平衡和生态功能区内发展不充分的现象;经济绩效对生态主体功能区经济发展影响较大、政府绩效次之、生态绩效较小;针对保护生态安全、创新生态系统、转型经济发展、推进生态旅游等方面提出对策建议,其结论也证实了在重点生态功能区仍然存在人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾。

It is of important to evaluate the economic development performance of the ecological function area to ensure the ecological security and promote the green development of the economy.From the three dimensions of ecological environment,economic development and government service,the performance evaluation index system is constructed to evaluate the performance of 4 key ecological functional areas.The results show that ecological system of ecological function areas are maintained better,but there are unbalanced development between ecological function areas and insufficient development in ecological function area.The economic performance has great influence,the government performance is the second,and the ecological performance has little influence.Finally,the countermeasures and suggestions are put forward from the protection of ecological security,the innovation of ecological system,the development of economic transformation and the promotion of ecotourism.Meanwhile,the conclusion also confirms that there is still a contradiction between the growing needs of people's life and unbalanced development in key ecological function areas.
