美国反兴奋剂事件事后追究制度借鉴——基于阿姆斯特朗案件分析

Experience for Reference from Accountability System of Anti-doping Event in American——Based on the case of Lance Armstrong

运用文献资料法、对比分析法、总结法分析了阿姆斯特朗兴奋剂案件主要利益相关者间的利益纠纷,总结美国反兴奋剂事件事后追究制度的主要特征,并以陈燮霞兴奋剂事件为例,探讨我国兴奋剂事件事后追究制度建设的现状、问题以及完善路径。对此提出:完善国家层面兴奋剂事件事后追究制度、加强国家反兴奋剂机构与其他机构的合作以及建立兴奋剂事件事后追究的监督机制。

This paper analyzed the interests dispute of the main stakeholders in the case of Armstrong, summed up the main features of the accountability system of anti - doping event in American, and discussed China^ status quo, problems and improving path towards the accountability system of anti - doping event based on the case of Chen Xiexia adopted by the methods of documentary,？ contrastive analysis and induction. Based on this research, sug-gestions were made on perfecting the system of doping events at the national level, strengthening the cooperation be-tween the national anti - doping agency and other agencies, and establishing a monitoring mechanism for post - do- ping events.
