PPP模式是一种合作模式,有多个项目参与方,因此各方风险的承担是一个重要的研究内容。先对阅读大量文献归类出成功的PPP项目常规的风险分担分配模式进行了分析,然后提出了改进的TOPSIS法对PPP模式的风险分担进行理论分析,在综合理论分析和之前经历的分配模式比较分析再进行合理的分担分配模式,总结出了理论模型分析和实践经历之间的比较融合为实际工程提供了参考依据。

The PPP model is a cooperative model with multiple project participants, so the risk commitment of all parties is an important researchcontent. Through reading a large number of documents, this paper classifies the successful PPP project as a regular risk sharing allocation model.Then, the improved TOPSIS method is applied to analyze the risk sharing of PPP mode. After a comparative analysis of the comprehensivetheoretical analysis and the distribution mode before, a reasonable sharing allocation mode is carried out. The comparison and fusion betweentheoretical model analysis and practice experience provides a reference for practical engineering.
