黑龙江省发展优势产业的基本对策

The Basic Strategy of Developing Superior Industry in Heilongjiang Province

利用黑龙江省各产业区位商值和影响力系数、感应度系数以及产业关联度系数等指标,采用综合评价方法中常用的指数构造方法,对优势产业进行综合分析得出:目前黑龙江省存在着总体产业优势地位不突出、经济效益不佳、技术进步投入不足等问题。应采取加快老工业基地改造、推进企业生产和组织结构升级、加大农业综合开发力度、大力发展第三产业等措施,以促进黑龙江省优势产业的持续发展。

Applying the indexes of all industrial location quotient,effect coefficient,sensitivity coefficient,and industrial correlation coefficient in Heilongjiang Province,this paper employs the common index-construction method of comprehensive evaluation methods to analyze the superior industry and concludes that there are some problems that the superior position of total industry is not prominent,economic benefit is not good,and the input of technical progress is not enough in Heilongjiang.So the measures should be taken to promote the sustainable development of Heilongjiang superior industry such as quickening the reconstruction of old industrial base,promoting the update of enterprise production and organization structure,increasing the comprehensive development of agriculture,and greatly developing tertiary industry.
