摘要
孤网黑启动方案的评估对系统快速恢复供电具有重要意义。针对数据包络分析(data envelopment analysis,DEA)/层次分析(analytic hierarchy process,AHP)评估模型在特殊情况下出现判断矩阵全为1,从而引起黑启动方案不能完全排序和逼近理想点(technique for order preference by similarity to ideal solution,TOPSIS)改变评估方案个数后可能出现的逆排序问题,提出一种基于DEA/TOPSIS模型的孤网黑启动方案评估方法。通过DEA评估模型得到黑启动各项评估指标的客观权重系数,增强模型的评估客观性;同时,运用TOPSIS评估模型对所有的黑启动方案进行完全排序,降低编程难度,极大程度上避免判断矩阵取值全为1而无法进一步判断方案优劣性的情况;最后以新英格兰10机39节点系统作为算例验证该算法的有效性。
In allusion to problems of incomplete sorting of blackstart schemes due to the judgement matrix of DEA/AHP e- valuationmodel is one under special situations and probable inverse sorting due to changing numbers of evaluation schemes by TOPSIS, this paper presents a kind of evaluation method for isolated grid blackstart scheme based on DEA/TOPSIS. This method obtains the objective weight coefficient of each evaluation index by using DEA model , which can enhance evaluation objectivity of themodel. Meanwhile, themethod uses TOPSISmodel for complete sorting of all blackstart schemes and re-duce the level of programming difficulty so as to greatly avoid the failure in judging advantages and disadvantages of schemes due to the judegement matrxc value is one. Finally , the paper verifies effectiveness of this method on the basis of New Eng-land 10-machine 39-bus system
