美国Records身份确认研究

对文件概念的探讨一直以来是学界的热门话题之一，从各位学者的讨论中不难看出概念对学科发展的重要作用。本研究通过法律法规和文献梳理中国本土文件概念的发展脉络，发现现存文献鲜少有研究提到records身份确认理念。同时依托美国联邦政府的法律框架对records身份确认的相关条款进行分析以介绍records身份确认这一理念，分析发现美国联邦政府的records管控基于records身份确认，同时records身份确认强烈依赖records的概念及其细化规定．是records管控的必要前提。这体现了records概念在records管控中具有重-^-4~用。

The discussion of the concept of the records has always been one of the hot topics in the archival field. It is not difficult to recognizethe significant role of the concept in the development of disciplines from the discussion of scholars. This study first analyzes the relevant literature including laws, regulations and journal articles to find how records concepts developed in Chinese. According to the literature review, it is found that there are few studies in the existing literature refers to the idea of the identifying records.Then, analyzing the relevant provisions of the identifying records based on the legal framework of the US federal government, it is found thatrecords management in the US federal government’s based on records identification, while the process of identifying records strongly relies on the definition of records and its detailed provisions, which made identifying records is the necessary prerequisite for the records management, which reflects the essential role of records definition in records management.
