美国远程医疗立法对我国的启示与借鉴

The enlightenment and reference of American telemedicine legislation for China

远程医疗能促进医疗资源的再分配,帮助边远地区和欠发达地区的患者获得优质的医疗服务,对医疗资源下沉、分级诊疗具有重要意义。在过去的几十年里,美国远程医疗发展迅猛,这与其先进的立法有密切关系。本文归纳、分析了美国在远程医疗立法方面的经验,对比我国远程医疗立法方面的不足,提出一些远程医疗立法方面的建议。

Telemedicine can promote the redistribution of medical resources and help patients in remote areas and less-developed areas to obtain quality medical services,which is of great significance for the sinking of medical resources and hierarchical medical system.In the past few decades,telemedicine has developed rapidly in the United States,which is closely related to its advanced legislation.This paper summarized and analyzed the American experience in telemedicine legislation,compared the deficiencies in China＇s telemedicine legislation,and put forward some suggestions on the development of telemedicine legislation.
