摘要
基于考虑外部环境和随机因素的视角,文章将非径向非角度的RAM测度模型与三阶段DEA测度方法相结合,对中国省区二氧化碳排放效率进行实证分析。研究发现:忽视控制随机冲击和外部环境变量的影响,得到的效率值是有偏误的;基于三阶段RAMDEA模型测度的全国二氧化碳平均排放效率2003—2014年间均值仅为77.5%,相对于效率前沿面尚存在较大的改善空间,并且各省区提升效率的侧重点应有不同。
This paper proposes a new idea to measure the efficiency on considering the limitation that the traditional DEA methods ignore the effects of the external environment variables and random shock on efficiency. The idea combines non-radial RAM model and three phase DEA method,and do empirical analysis for carbon dioxide emissions efficiency of China. The study finds that the traditional DEA method ignoring the effects of the external environment variables and random shock on efficiency is biased. The average carbon dioxide emissions of the country based on the RAM-DEA method is only 77. 5% during the period of 2003-2014,there is still large room to improve relatively to the frontier. And the focus should be different to improve efficiency for each provinces.
