广播刚刚出现的时候,一些有识之士就认识到广播在教育中的巨大作用。当时有专家提出广播的作用"一是教育上的价值。二是大众之娱乐工具。三是传递新闻之利器"。抗战爆发之前,国民政府就已经在全国尝试建立系统的电化播音教育体系,并将之与中小学教育、民众教育相关联,成为了常识普及和国民性改造的有力工具。

As early as the radio has just appeared, there will be some insight to realize the radio＇ s huge role in education. Some elites considered the first role of radio as the value of education. The second role is the public entertainment tool. The third role of radio is the tool of delivering news. Before the out- break of the Anti- Japanese War, the national government has been in the attempt to establish system of electrochemical broadcast system of education, Audio education is associated with primary and secondary school education soon, as well as public education. And the Audio education becomes a significant power- ful tool for popularization and national character＇ s shaping of the common sense
