小城镇农民工市民化面临的挑战及出路--以福建沿海A镇为例

The Challenges and Solutions of Citizenization of Peasant-workers in Small Towns——Take A Town in Fujian Coast for Example

小城镇将成为农民工市民化的重要吸纳地。对福建沿海A镇的案例研究发现,当地农民工市民化面临的突出挑战在于,城镇公共服务和公用事业发展跟不上人口城镇化步伐,接纳农民工享受城镇公共服务的体制机制不健全,基层社会治理体系建设严重滞后于经济社会发展需要。这些挑战在小城镇当中可能具有较大的普遍性。该案例的启示意义在于,在发展经济的同时应在社会和民生问题安排上有相当的前瞻性。

Small towns will become important places for peasant -workers to realize citizenization. A case study of A town in Fujian coast finds that there are three major challenges which facing the citizenization of peasant - workers ： the development of public services and public utilities can not keep up with the pace of pop- ulation urbanization; the systems and mechanisms in order to accept peasant -workers to enjoy local public services are not sound; the construction of grass - roots social governance systems lags behind the needs of eco- nomic and social development. These challenges may be common in small towns. The implication of this case is that while developing the economy, a prospective anmlgement should be made on issues of social problems and people＇ s livelihood.
