An Outline of the Research on the Rational Exploitation and Utilization of Non-Metallic Minerals in Jilin Province

本文通过概述非金属矿产业的重要战略地位,运用系统科学思想对吉林省非金属矿产资源及其外部环境进行了系统评价;用耗散结构理论及现代经济理论分析了如何提高非金属矿产业的组织化水平、如何建立一个稳定有序的开发利用格局;探讨了其发展的机制、战略产业所必须具备的条件及由此应制定的一些主要宏观政策措施;并运用系统工程的技术和方法,提出了具体的开发利用的策略或战略.

The strategic position and importance of non-metallic minerals industry at home and abroad, as well as in Jilin Province, are expounded. A systems appraisal is given of the natural conditions of non-metallic minerals in Jilin Province, and the current situation of its exploitation and utilization. The theory of dissipative structure and other modem economics theories are tried to analyze how to raise the level of orgarization, how to establish a stable and orderly structure of exploitation and utilization, and to prob into the mechanism of the Jilin non- metallic minerals industry. Through practical examination of this economic system and applying the techniques and methods of systems engineering, concrete tactics and strategy of exploitation are suggested, including the conditions must be fulfilled in establishing this strategic industry, the main policies to be formulatde and the measures to be taken.
