解析日本战略性外交的政治诉求

Analysis of the Political Demands of Japan's Strategic Diplomacy

本文从国际战略及国际政治理念分析入手,对当代日本战略性外交及政治诉求进行了初步的界定和诠释。其一,日本的战略性外交作为体现日本主体性的、旨在参与和主导国际事务的对外关系样式,充分表现出力求摆脱"和平宪法"、谋求政治乃至军事大国的战略性政策取向。其二,日本战略性外交的政治诉求表现为:以解禁乃至行使集体自卫权,谋求日美同盟的对等性;通过价值观外交,构建"海洋民主国家"联盟;介入南海问题,离间中国和东南亚国家间关系;以激化钓鱼岛及东海问题遏制中国正当海洋维权,刻意渲染"中国威胁论"等等,已成为影响东亚和平稳定的不确定因素。本文认为,日本战略性外交的政治诉求,不仅严重破坏了亚太地区安全与稳定环境,而且导致东亚安全局势进一步复杂化和尖锐化。从长远来看,日本仍将通过战略性外交谋求地区乃至国际事务话语权和主导权,继续渲染"中国威胁论",力求彻底摆脱"战后体制"及"和平宪法"第九条的束缚,实现日本成为政治乃至军事大国的战略目标。

The article attempts to give a definition and explanation of Japan's strategic diplomacy and its political demands from the perspective of internal strategy and political politics. Japan's strategic diplomacy, as a reflection Japan's policy pattern of promoting the subjectivity and participation in world affairs, aims at getting rid of limits of the Pacifist Constitution and becoming a political and military great power. The political demands of Japan's strategic diplomacy are reflected by Japan's searching for the equal position with U.S. through lifting the ban over collective self-defense rights, its building of the "maritime democratic coalition" through "the value-oriented diplomacy", its intervention in South China Sea in trying to aggravate the relations between China and AESAN, and its effort in playing up of the "China threat theory" relating to East China Sea and Diaoyu Islands issues. Japan's action has added uncertainty to the security environment in East Asia. The political demands of Japan's strategic diplomacy have imposed a negative impact on the peace and stability in the region, making the security environment even more complicated and paradoxical. In the long run, Japan will continue to seek for a leading role in regional and international affairs through the strategic diplomacy, play up the "China threat theory" and attempt to get rid of limits of the post-war regime and Japan's Pacifist Constitution with the aim of becoming a political and military great power.
