Establishing an Effective Government is the Key to Improve the Socialist Market Economic System

改革开放30多年来,我国政府转型取得了明显的进展,政府对经济的行政控制逐渐弱化,市场机制的作用空间日益扩大,政府机构设置逐步与市场经济运行相吻合,地方政府竞争促进经济快速增长。但政府转型还远没完成,政府仍控制着庞大的资源,"政府越位"和"政府缺位"同时并存,政策失效现象大量存在,地方政府行为还不规范。建立有效政府是完善社会主义市场经济体制的核心,这需要从科学界定政府职能、限制政府控制资源量、建立合理的政府间关系和有效的政府治理结构、加快公共服务领域改革几个方面着手。

Transition of the Chinese Government's functions has made significant progress after more than 30 years of reform and openness.Government's administrative control on the economy is gradually weakening,market mechanism's acting space is gradually expanding,and government agencies' setting is gradually meeting with the demand of market economy.Moreover,competition among local governments promotes rapid economy growth.However,transition of the Chinese Government's functions has not completed by far,government still controls a huge amount of resource,'the offside of government's function'and'the absence of government's function'coexist,and local government's behavior needs to be normalized. Hence,establishing an effective government is crucial to improve the socialist market economic system.To achieve this goal,the emphasis of future work includes;defining government's function scientifically,restricting the amount of government-controlled resource,constructing a rational relationship between governments and an effective government governance,accelerating the reform of public service.
