Regional Strongmen of Huainan and Huaibei and Political Situation of the Early Latter Han

新汉之际政治的焦点是中央政权与地方豪强的博弈,该时期地方势力与中央政权从对抗到妥协,最终走向合作,两淮豪强的兴衰充分反映了这一过程。他们是推翻新莽政权的力量之一,光武年间借"度田"等事件制造混乱,明帝时期因卷入诸王之乱而受到严重打击,直至章帝时基本融入统一政权之中。

One of the political characteristics of the transition from Wang Mang's New Regime and the Latter Han lay in the competitive interactions between the central court and regional strongmen.The rise and fall of the regional lords of Huainan and Huaibei epitomized the course.On the one hand,the lords played a great role in the mission overthrowing the usurpative Xin Regime;but on the other hand,they brought chaos to the newly-founded Latter Han by rebelling against the founding emperor's effort to(re-)measure land occupied by local strongmen.It was in the reign of Emperor Ming that the central court dealt a heavy blow to the high lords of Huainan and Huaibei.Then,the regional warlords were politically integrated into the new dynasty.
