摘要
主要采用文献资料法,梳理国际奥委会"领导国际奥林匹克运动"的方式由传统"行政管理"模式向"奥林匹克治理"模式的转变,剖析国际体育管理领域由管理向治理发展的整体趋势以及国际体育治理的基本特点。从简析治理理论的历史沿革以及该理论在体育管理领域的应用与发展入手,以体育治理理论为理论架构,以国际奥委会文件和档案、国际与国内奥林匹克研究文献为研究对象,分析了国际奥林匹克治理体系的发展及其对国际奥林匹匹克运动以及奥林匹克事务管理实务的影响。通过数据分析梳理出国际奥林匹克治理发展与操作模式中的3条主线——协调多元主体与多重利益、强调"善治"原则、以政策引导为主要治理方式。并对国际体育治理体系中的权力关系、国际体育治理模式的发展以及体育善治的普遍性进行了探讨,从学术批判的角度为全面深刻认识国际奥委会改革并以此为契机发出中国声音做出了启示。
The research mainly adopted the method of literature review,combed the transformation of International Olympic Committee( IOC) "leadership of the International Olympic Movement"from traditional "administrative management"mode to the "Olympic governance"mode,the basic characteristics of international sports management development from management to governance and the overall trend of international sports management. Authors started from the history of governance theory and the application and development of theory in the field of sports management,took the theory of sports governance as theoretical framework,based on documents and archives of IOC,and the international and domestic Olympic research documents,analyzed the development of international Olympic governance system and its influence on international Olympic movement and the Olympic affairs management. Through data analysis,this study combed three main lines of the development and operation mode of international Olympic governance,including coordination multiple subjects and multiple interests,emphasizing the principle of good governance,and taking policy guidance as the main way of governance. Study also discussed the power relations in the international sports governance system,the development of the international sports governance model and the universality of the good governance of sports,provided a full and profound understanding of the reform of IOC from the angle of academic criticism,and sent a Chinese voice.
