随着"双一流"高校建设,小额零星采购总量逐年增加,凸显高校采购发展的瓶颈效应。从抓采购合同全过程管理入手,分析小额零星采购现状和存在的问题,针对高校小额零星采购合同全程管理中存在的风险点,提出多项切实可行的措施,加强小额零星采购的管理,探索新型小额零星采购方式,突破高校采购发展瓶颈,提高职能部门对学校发展的保驾护航能力。

With the university ＂Double first-class＂construction,the total amount of small sporadic procurement increases year by year,which shows the bottleneck effect of the development of university procurement.Started from the whole process management for the procurement contracts,the small sporadic procurement status and existing problems are analyzed.In view of the risk points in the whole process management for the university small sporadic procurement contracts,some practical measures are put forward to strengthen the small sporadic procurement management,explore the new ways for such procurement,break the bottleneck of the development of university procurement,and improve the ability of the functional departments to escort the development of the university.
