摘要
普惠性民办幼儿园扶持政策是普惠性民办幼儿园长远发展的关键性、核心性保障。客观、全面、深入地分析普惠性民办幼儿园扶持政策的现状与问题,有利于破除在我国普惠性民办幼儿园建设中存在的障碍,切实促进普惠性学前教育资源的发展。以NVivo10为工具对15份普惠性民办幼儿园扶持政策文本进行编码,发现在政策扶持内容上,各地政府重资金奖补、轻教师发展;在扶持方式上,强制性和混合性政策工具并用;在扶持依据上,以幼儿园外部属性为主,内部成本结构标准缺失;政府与普惠性民办幼儿园在扶持过程中具有史蒂文·卢克斯提出的"三维权力观"的特点。
The support policies for non-profited kindergartens are the key and core issue in the development of non-profited kindergartens.Analyzing the support policies for non-profited kindergartens will contribute to breaking the barrier in the development of non-profited kindergartens.This study coded 15 districts' support policies for nonprofited kindergartens by using NVivo10.The results show that contents of support policies emphasize funds rewards,neglect the policies for teachers' development; the way of support policies present mandatory and hybrid policies tools; the foundation of support policies mainly is external property of kindergarten and the internal cost structure standard is missing; the interactions between government and non-profited kindergartens conform with the view of Lukes Steven's theory of Three-dimensions Power.
