Optimizing Process of Full Board Review with Robert's Rules of Order

在我国,研究机构召开伦理审查会议时间受限且任务繁重,因此对伦理审查会议程序应进行严格的规管并促成成熟的会议制度。借鉴"罗伯特议事规则(Robert’s Rules of Order)"中对组织的治理结构、会议的合法性、议程的制定与调整、发言与讨论、表决方法、纪律秩序要求等基本规则的完备与简化理念,提出完善伦理审查会议中相应的流程细节,从遵循程序的基础上促进会议的组织与开展、提升会议效率、提高审查质量。

Full board meeting of ethical review in China is affected by the limited time and heavy tasks.Therefore,the procedures should be strictly regulated and a set of mature conference rules should be established.This article draws on the completeness and simplification of the basic rules of organization structure,the legitimacy of the conference,the formulation and adjustment of the agenda,the speech and discussion,the method of voting and the requirements of the disciplinary order drawn from the Robert's Rules of Order,finding out solutions to perfect the corresponding process details,and to improve efficiency and quality of full board meeting of ethical review.
