"Face Politics" : The Dilemma,Harm and Transformation of Grass-roots Governance

"脸面"是利益受害农民与腐败的基层干部之间的一种博弈策略。农民为了诉求利益,选择在网上举报,将腐败公告于天下,于是基层政府就此丢脸,形象和公信力受损。而农民之所以这样做是因利益表达不畅,他们试图借助网络舆论来解决问题。所以,脸面只是一个策略,而不是问题的根本。基层治理要想做好,就需要先在治理思维和治理主体上进行现代化转型,用法制保障农民的利益表达机制,农民就不会采取网络举报让基层干部"丢脸"的策略抗议,问题也不会那么难以解决,从而基层政府也不会就此损失公信力和权威性。

"Face" is a game strategy between the farmers whose interests have been affected and the corrupted grassroots cadres. In order to appeal to their interests,farmers chose to report corruption on the internet to get it publicly known,so the grass-roots government was disgraced,and their image and credibility was damaged. The reason for farmers' choice is due to the obstacles in expressing their interests,and their availability of Internet public opinion to solve their problems.So,face is just a strategy,not the root of the problem. If grass-roots governance is to be done well,it is necessary to make modernized transformation in governance thinking and the subject of governance,and to legalize mechanism for the expression of farmers' interests,so that farmers would not resort to the network to protest,problems would not be so difficult to solve,and the grass-roots government would not be lose credibility and authority.
