资源约束下的煤层气产业调控路径研究

煤层气供不应求的现状形成了资源约束,导致了煤层气管道空置、以权谋私等问题,造成了煤层气的产业链失调。在描述煤层气资源约束困境的基础上,总结分析出煤层气的增储扩容路径、产能配置优化路径与由天然气逆向替代清洁能源缺口的前瞻性路径,并针对破解资源约束困境提出制定与煤炭去产能计划相一致的煤层气抽采规划、基于产量规划的双向稳健调控策略与及时制定天然气逆向替代煤层气远景规划三条建议。

The present situation of coalbed methane（CBM）supply shortage has formed the resource constraint,which leads to the vacancy of CBM pipeline,the abuse of power for personal gain and other problems while causing the industrial chain imbalance of CBM.On the basis of describing the dilemma of CBM resource constraints,this paper analyzes and summarizes the CBM accumulation and expansion path,production capacity allocation optimization path and forward-looking path ofnatural gas＇s reverse substitution for the clean energy gap.And in order to crack the dilemma of resource constraints,it puts forward three proposals including the preparation of the CBM extraction planningconsistent with the plan to address the coal overcapacity,the two-pronged prudent control strategy based on production planning and the timely preparation of the long-range planning of natural gas＇s reverse substitution for CBM.
