政务信息系统整合共享：历程、经验与方向

信息孤岛和信息壁垒是政务信息化建设发展过程中一个普遍现象,由此产生互联互通难、信息共享难、业务协同难等长期悬而未决的难题。整合共享作为打破信息壁垒的一种有效手段,一直是政务信息化建设管理追求的理想境界。数十年来,我国通过各种制度变革、管理创新和技术应用推进政务信息系统整合和信息资源共享,积累了一些经验。尤其是2017年以来,国家加快推进政务信息系统整合共享,促进国务院部门和地方政府信息系统互联互通,取得了突破性进展。本文对此进行了回顾、总结和展望。

＂Information Island＂ or ＂Information Barrier＂ is a prevalent phenomenon during the development process of government informationization construction,and results in problems that still exist and need to resolve,of difficulties for interconnection, sharing information,and business collaboration.As one of the effective means of breaking Information Barrier,integration and sharing of government＇s information resources always become an ideal condition and management seek for the government informatization construction. For decades,China promoted the integration of government information system and information resources sharing through various institutional changes, management innovation and technical application, and accumulated much more experience. Especially since 2017, China is picking up the speed of the integration and sharing of government information system,promoting the interoperability of information systems of local governments and the departments of the State Council, and has made breakthrough development.This paper makes a review, summary and prospect.
