新时期农村公共池塘资源治理的集体行动分析

Institutions of Collective Action for Governing Rural Common Pool Resources Under Hollowed Village

快速城市化背景下农村公共事物的治理问题,是乡村振兴战略不容忽视的部分。当前我国农村社会正处于转型发展的新时期,农村公共事务治理面临的挑战尤为严峻。本文针对一起农村公共池塘资源过度采集引发的集体行动案例,尝试性构建一个多场域分析框架,分析在青壮年男性群体缺位的情景下,留守妇女群体应对农村公共池塘资源治理问题的动员机制、策略应用和社会影响。研究发现,空心化背景下公共事务治理并非走向衰败,留守群体也可参与其中,但需要满足内部和外部的条件,不同动员机制与策略促使集体行动实现,其行动较为复杂且多样化。

Rural common pool resources governance is becoming one of the main challenges of hollowed village in China. However, in the context of rural population hollowing out, the women collective action has been widely ignored in empirical researches. It＇ s found out that left-behind women can be awakened by the outside empowerment and can glow with a surprising capacity in collective action, while they has a strong ability to learn and adapt, and with different mobilization mechanisms and strategies to promote collective action. It＇ s dominated by women may be explained as another type of resistance, and also can play a favorable signal in the degree of hollow-out rural areas, which can make up for the absence of male group management or decision-making function. In the context of rural-urban migration, we may pay attention to improving the ability of left-behind women in order to create the necessary space for development, as well as to explore a new path forcommon pool resources governance.
