摘要
我国自2009年起探索和推动注册医师多点执业。该项政策实施以来,执业医师具有多点执业资格而未能开展多点执业的仍然很多,政策实施进展相对缓慢,对分级诊疗制度建设和社会资本办医等改革产生了一定程度的迟滞性影响。重点剖析现行医师多点执业政策实施过程中的人事管理制度、薪酬分配制度、医院补偿机制、法律制度和监管制度等制度性约束,以期为完善医师多点执业政策提供有用的参考。
Chinese government launched a policy in 2009 that allowed doctors to have a license to work in more than one hospital. However, the policy implemented at a very slow speed, and a large number of the qualified physi- cians are still practicing in one hospital. The negative effect, to some extent, deferred the improvement of grading diag- nosis and treatment and the progress of the private hospitals. The paper analyzed the systematic restraints of personnel system, payment policy, compensation mechanism, legal system and supervisor system when the multi-site physi- cian practice policy was implemented, so as to provide a useful reference to improve physician practice policies.
