社会组织参与医疗群体性纠纷的作用与机制研究

长期以来,医疗群体性纠纷频发的严峻形势引起了社会各界高度关注。作为维护社会秩序与保障人民健康的重要环节,医疗群体性纠纷的治理呈现出一系列新特征。政府作为单一主体的治理形态逐渐消退,社会组织以其自治性、中立性、志愿性等特点,在医疗群体性纠纷治理中发挥着越来越重要的作用。社会组织通过信息沟通与利益表达机制、协商对话机制、信任生产与再生产机制、协同共治机制来促进医疗群体性纠纷的化解,实现了社会组织与医疗群体性纠纷治理的有机契合。当然,目前社会组织在参与矛盾化解过程中还存在一些不足,文章就此提出相关政策建议,以完善社会组织有效参与医疗群体性纠纷的治理。

For a long time, the serious situation of frequent medical disputes caused a high degree of social＇ s concern. As an important part of maintaining social order and protecting people＇ s health ,the medical group disputes has present some new fea- tures. As the main part of governance ,the role of governance is in the waning. Social organization plays an increasingly important role in medical group disputes with the characters of autonomy, neutrality and voluntariness. The social organizations give full play to the information communication and benefit expression mechanism, negotiation dialogue mechanism, the production and repro- duction of trust mechanism and the mechanism of multi - center collaborative work the synergy of four mechanisms combined with their own characteristics, and linking themselves to the governance of medical disputes in some aspects. Of course, in the process of resolving the contradictions, social organizations still have some shortcomings, the article put forward some relevant policy rec- ommendations to improve the effective participation of social organizations in medical group disputes.
