Development on New Business of Water Conservancy Design Institute for Project Cost Consultation Under the New Normal

该文分析了水利设计院造价咨询特点及优势,对新常态下开展咨询评估、财政投资评审、全过程造价咨询、PPP咨询、经济评价、公共财政支出绩效评价、后评价、工程造价审计、水利工程造价信息服务、定额编制与修订服务、司法鉴定等新业务作粗略探讨,并提出新形势下工程造价咨询需进一步研究的问题。

This thesis analyses the characteristics and advantages of cost consultation of Water Conservancy Design Institute. A wide range of new businesses are roughly discussed here,including the development of consulting assessment under the new normal,the fiscal investment evaluation,the cost consultation during the whole process,the PPP consulting and the economic evaluation. What is more,other new area related to performance evaluation on finance expenditure,post-assessment,the project cost auditing on the project,cost information service on water conservancy project,quota establishment and revision and judicial authentication are also involved in this paper. It also put forwards the issues about Project Cost consultation under new situation which needs to be further studied.
