欠发达乡镇总体规划编制方法探究——以开原市黄旗寨镇总体规划为例

Method of the Compilation of Master Plan for Less Developed Town --Case Study of the Master Plan of Huangqizhai Town, Kaiyuan

在新型城镇化背景下，大量农村劳动力涌入城市，为乡村带回了新的技术和理想，促使乡镇在近几年迅速发展，然而我国依然有大量乡镇处于欠发达的状态，深究其原因，主要是由于未能制定出适宜其自身发展、针对性强的总体规划，以及在总体规划的编制和实施过程中不理想两个大方面原因。本文以开原市黄旗寨镇总体规划的编制为例，通过进行实地踏勘，了解和掌握了黄旗寨镇镇区及镇域在发展中存在的问题，分析出制约其发展的因素，并结合村民意愿和创新方法的使用最终制定出适宜黄旗寨镇发展的且具有针对性的总体规划，最后在此基础之上对乡镇总体规划的编制方法进行总结，希望能为今后相关乡镇的总体规划编制提供借鉴和参考。

In the context of new urbanization, new technic and ideal have been brought back to villages from cities by numbers of rural laborers, which promoted the rapid development of villages and towns in recent years. Even though, there are still a large number of villages and towns remain in less developed status in China. The main two reasons are the failure to formulate a pertinent mater plan for its own development, as well as to compile and implement the plan. The case study of the compilation of the master plan of Huangqizhai town, Kaiyuan, mastered the issues through its development process by field investigation, also analyzed the restrictive factors of its development. Compiled the reasonable master plan for the development of Huangqizhai town with the aspiration of villagers and the application of innovative method. Finally, summarized the method of township planning compilation, which provided reference for the master plan of related villages and towns in the future.
