浙江省创新驱动发展战略引领创新型城区建设研究——以浙江省湖州市南浔区为例

Research on Zhejiang Innovative Driven Development Strategy Leading the Construction of Innovative City—Take Nanxun District of Zhejiang Province As An Example

针对当前国内外宏观环境新变化及浙江省科技创新、产业转型升级面临的新形势,以浙江省南浔区为例分析其实施创新驱动发展战略引领创新型城区建设的宏观背景与制约因素,并提出了坚持以提高认识为前提,全面提升对于创新驱动发展的理解和把握;坚持以科技创新为核心,着力加快现代产业体系建设;坚持以企业创新为主体,切实加快创新型企业建设;坚持以政府推动为主导,持续强化资源要素保障;坚持以人才发展为根本,全力打造创新型人才高地;坚持以制度完善为基础,不断健全有利于创新的体制机制;坚持以环境改善为保障,全面构建有利于创新的良好生态等六点政策建议。

According to the new situation and new changes of the current macro environment at home and abroad and Zhejiang province science and technology innovation, the industrial transformation and upgrading in Zhejiang province is facing, taking the Nanxun region as a case, this paper analyzes the implementation of innovation driven development strategy to lead the macro background and the restricting factors of building an innovative city, and puts forward to improve the premise of understanding comprehensively to enhance the development of innovation driven understanding and grasp; adhere to the science and technology innovation as the core, speed up the construction of a modem industrial system; adhere to the innovation of enterprises, to accelerate the construction of innovative enterprises; adhere to the government lead, continue to strengthen resource security; adhere to the basis of talent development, to create innovative talents highland; adhere to the foundation of system perfection, constantly improve the institutional mechanisms conducive to innovation; adhere to improve the environment for the protection of all, and construct the six policy suggestions for building a good ecological environment for innovation.
