全面推行河长制工作方案中公民参与的测量——基于31个省级政府文件的文本分析

The Measurement of Citizen Participation in the Work Plan of the River Chief Mechanism:A Text Analysis Based on 31 Provincial Government Documents

文章采用文本分析法,以全国各省、市级出台的关于全面推行河长制工作方案为文本,采用公民参与阶梯理论为分析框架,通过对工作方案中社会监督部分的关键词、高频词、关键段落字数开展计量,测量各省级政府在开展全面推行河长制中的公民参与的程度和形式,分析政策在制定、设计中存在的问题,为进一步落实全面推行河长制和建立其配套措施提供新的制定思路。

Adopting the method of text analysis and taking the citizen participation ladder theory as the framework, this paper seeks to measure the degrees and forms of citizen participation in the comprehensive implementation of the River Chief Mechanism at the provincial government level by calculating the number of key words, high frequency words, and words of key paragraphs in the social supervision parts of the work plans published by cities and provinces around the country, so as to analyse the problems in the policy making and designing process, providing new ideas for further implementing the River Chief Mechanism and formulating supportive measures.
