社区居民参与权的实现途径探析

The Approach to the Realization of the Right of Community Residents' Participation

社区居民自治是社区治理的终极追求目标。但社区居民自治权的实现是一个理性的渐进过程。从社区居民参与权实现途径的角度考察,我们应该做好如下四个环节:一是赋予并塑造公民参与社区管理的"积极的公民资格",这是公民有效参与社区管理的起点和基础。二是培育社区社群共同体是实现社区居民自治集体行动的前提条件。三是构建社区正式组织与非正式组织平衡的社区治理组织平台是社区居民自治权实现的组织保障。四是经费的保证和社会资本网络的获得是解决社区居民自治资源不足的基本保障和有效途径。

The autonomy of community residents is the ultimate goal of community governance. However, the realization of the autonomy of community residents is a rational and gradual process. From the perspective of the approach to the realization of community residents' participation right, we should do the following four links: first, we should give and shape "positive citizenship" for citizens to participate in community management, which is the starting point and foundation for effective citizen participation in community management. Second, to cultivate a social community is the prerequisite for the collective action of community residents' autonomy. Third, to build a community governance platform with formal and informal organizations is the organizational guarantee for the realization of community residents' autonomy. Fourth, the guarantee of funds and access to social capital network is the basic guarantee and effective way to solve the shortage of community residents' self-government resources.
