新型城镇化与区域协调发展:机理、问题与路径

A Study on New-type Urbanization and Regional Balanced Development:Problems, Mechanism and Policies

促进区域协调发展的本质在于缩小地区之间的发展差距及其域内居民之间的收入差距。新型城镇化因其更加注重生产要素的优化配置、人口城镇化与土地城镇化的协调发展、城镇化与工业化和现代化的同步推进,而"恰好"为农民增收和地区增产带来了发展机遇。因此,新型城镇化的推进是促进区域协调发展的重要举措。这其中,应通过升级产业结构、发展第三产业和培植特色产业来发挥产业城镇化的支撑作用,通过缩减土地财政、加大实用投资和改革土地制度来发挥土地城镇化的保障作用,通过促进人口市民化、深化户籍制度改革和增加公共福利支出来发挥人口城镇化的主导作用。

The essence of promoting regional balanced development is narrowing the gap of regional development and resident＇s income. The new-type urbanization, while putting more emphasis on the optimal allocation of production factors, the balanced development between population urbanization and land urbanization, the synchronous propulsion of urbanization, industrialization and modernization, happens to provide development opportunities for farmers to increase income and for regions to enhance production. Therefore, newtype urbanization is a key measure to promote regional balanced development. In this process, the supporting role of industrial urbanization shall be well played through upgrading the industrial structure, developing the third industry and cultivating special industries. The role of land urbanization from the perspective of providing guarantees shall be well played through cutting land revenues, increasing utility investment and reforming land systems. And the dominant role of population urbanization should be well played through promoting citizenship of farmers, deepening reform of household registration system and increasing public welfare expenditure.
