奔走于华智之间:智利侨社开展公共外交探析

From China to Chile: A study on the Promotion of Public Diplomacy by the Overseas Chinese Community in Chile

本文对华侨华人在智利开展的公共外交展开个案研究。在梳理智利侨社可供开展公共外交的资源基础上,本文认为智利侨社的新移民社会的特点为其开展公共外交提供了较好的群众基础,智利华社精英是开展对智利公共外交的"领头雁",智利智京中华会馆、智利华商联合总会等众多社团组织是智利华侨华人开展公共外交的重要平台。本文总结出智利侨社参与中国驻智利使领馆的外交活动、经常参与当地慈善活动、定期举办社区文化庆典以及具有代表性的中餐文化传播等四种开展公共外交的方式,认为智利侨社开展的公共外交活动起到了提升中国形象,帮助华侨华人融入当地社会,保护华侨华人合法权益的作用。在分析智利侨社开展公共外交特点的基础上,本文还就如何提升智利华社公共外交的有效性提出对策建议。

This paper puts forward a case study on the public diplomacy promoted by overseas Chinese in Chile. Based on the analysis of resources available for public diplomacy in this country, this paper argues that the features of the new immigrant society of the overseas community in Chile have provided a good mass basis for the development of public diplomacy. The elites in Chile＇ s overseas Chinese community is the pioneer for the promotion of such public diplomacy. The Chilean Chinese Hall and the Association of Chinese Entrepreneurs as well as many other organizations have established an important platform for the overseas Chinese to carry out public diplomacy in Chile. This paper summarizes four ways for the overseas Chinese community in Chile to develop their public diplomacy, including participation in the diplomatic activities of the Chinese consulate, participation in local charitable activities, organization of community cultural festival and promotion of Chinese culinary culture on a regular basis. This paper considers the public diplomacy promoted by the overseas Chinese community in Chile to have greatly enhanced the image of China, helped the overseas Chinese in their integration into the local society, and protected the rights and interests of overseas Chinese. Based on the analysis on its characteristics, this paper also offers suggestions on how to improve the effectiveness of their public diplomacy.
