摘要
十九大报告指出,要增强学习本领,推动建设学习型政党和学习型大国,提高执政能力。本文讨论如何通过学习成果测评工具的开发,找出学习型组织建设的差距,提高组织学习效率,打破思维边界局限性,建设新型组织文化,克服官僚滞阻,推动组织创新。在文献研究的基础上,文章使用改进版的国际前沿"学习型组织调查问卷",对北京市Y区负责学习型公共组织建设工作的主要干部进行问卷调查,从"接纳差异""反思时间""试验""信息搜集""分析""教育和培训""信息传递"以及"增强学习的领导力"等8个维度评价组织学习成效。通过与标杆分数的比较,审视我国学习型公共组织建设的现状、特点、经验和不足之处,并对未来我国学习型公共组织建设提出思考和建议。
The 19th Party Congresses once again called for the building of learning societies to promote organizational change and national governance capacity improvement. This paper, using indexes created by various learning scholars to actually measure exemplary learning organizations in Beijing, China, and evaluates its learning capacity in comparison with international benchmarks. Multiple di- mensions are taken into consideration including acceptance time, reflective time, trial and experiments, information gathering, analysis, e- ducation and training, information dissemination. The findings show that in spite of hard efforts, the Chinese learning organization still lack behind the benchmarks. A lot more could be done to further improve learning in ChinaJs organizations and cities. Also, better mea- surement indicators may need to be developed to help to promote the building of learning organizations.
