摘要 在大数据时代,互联网的介入使群体性事件出现新趋势和新动向,不同类别的群体性事件呈现出不同于以往的新特点,同时也催生了一些新的群体性冲突事件类型。总体来看,越来越多的社会冲突在酝酿过程中和爆发之后都对互联网产生严重依赖,互联网渗透到社会冲突之中滋生了更多、更大规模的群体性事件隐患。为了更有效地预警群体性事件,使其在发生破坏性冲击之前得以控制,需依托大数据,将技术与管理相结合,在数据、经验与知识的共享和制度、环境的共建中推进群体性事件预警的智能决策,在多元协同的社会综合治理中实现群体性事件的精准预警、科学防范。 In the era of big data, the intervention of the Internet has brought about new trends in mass incidents. As a result, some types of mass incidents have shown new characteristics, which is different from those in the past. At the same time, some new types are created. Generally speaking, more and more social conflicts have relied heavily on the Internet during the brewing process and after the outbreak. Internet involvement in social conflicts has given birth to more and larger hidden dangers of mass incidents. In order to control mass incidents more effectively and promptly and to control them before the devastating impact, we must rely on big data and integrate technology and management in the sharing of data, experience and knowledge and the establishment of system and environment to pro- mote intelligent decision-making of the early warning of mass incidents. Based on the multi-synergic comprehensive social management of mass incidents, we could to try achieve accurate early warning and scientific prevention.
