The policy implementation of inclusive kindergartens is the key to the realization of its policy goals and is affected by the policy itself and many other factors.From the perspective of Smith＇s PolicyImplementation-Process Model,the restrictive factors affecting the policy implementation of inclusive kindergartens are mainly reflected in the following aspects：the policy of inclusive kindergartens is vague and unreasonable,the policy of inclusive kindergartens has been poorly implemented by management staff,the target group lacks identification and support for the policy of inclusive kindergartens,and the policy implementation of inclusive kindergartens lack good social environment.Therefore,in order to promote the effective implementation of the policy of inclusive kindergartens,it is necessary to strengthen the clarity and rationality of the policy of inclusive kindergartens,improve the executive force of the policy of inclusive kindergartens,strengthen the identification and support of the target group to the policy of inclusive kindergartens,optimize the social environment for the policy implementation of inclusive kindergartens.
