摘要
普惠性幼儿园政策执行是影响其政策目标实现的关键,受到政策本身和其他多种因素的影响。从史密斯政策执行过程模型的角度来看,普惠性幼儿园政策模糊和不合理、普惠性幼儿园政策执行主体执行不力、目标群体对普惠性幼儿园政策缺乏认同和支持、普惠性幼儿园政策执行缺乏良好的社会环境是影响普惠性幼儿园政策执行的制约因素。因此,为促进普惠性幼儿园政策的有效执行,应增强普惠性幼儿园政策的明确性和合理性,提高执行人员对普惠性幼儿园政策的执行力,加强目标群体对普惠性幼儿园政策的认同和支持,优化普惠性幼儿园政策执行的社会环境。
The policy implementation of inclusive kindergartens is the key to the realization of its policy goals and is affected by the policy itself and many other factors.From the perspective of Smith's PolicyImplementation-Process Model,the restrictive factors affecting the policy implementation of inclusive kindergartens are mainly reflected in the following aspects:the policy of inclusive kindergartens is vague and unreasonable,the policy of inclusive kindergartens has been poorly implemented by management staff,the target group lacks identification and support for the policy of inclusive kindergartens,and the policy implementation of inclusive kindergartens lack good social environment.Therefore,in order to promote the effective implementation of the policy of inclusive kindergartens,it is necessary to strengthen the clarity and rationality of the policy of inclusive kindergartens,improve the executive force of the policy of inclusive kindergartens,strengthen the identification and support of the target group to the policy of inclusive kindergartens,optimize the social environment for the policy implementation of inclusive kindergartens.
