我国通关政策变革与高职报关教材开发研究

Research on Policy Change of China Customs Clearance and the Development of Higher Vocational Customs Declaration Textbooks

为了促进我国对外贸易的增长和适应跨境电子商务的飞速发展,我国海关推进简政放权、通关一体化等变革,这对报关企业即是机遇又是挑战,对报关从业人员也提出了更高的要求。高职院校承担着培养符合新形势的报关人才的重任,但是当下高职报关教材建设存在一些不足,如教材跟不上形势发展、偏重理论知识、体例单一等。高职院校应利用校企合作开发报关教材,即把相关教材放在专业课程体系下设计,开发从始至终引入企业参与,以工作过程为导向,根据实际岗位工作设置学习情境,安排典型工作任务,使学生在体验工作中获得知识和技能。

In order to promote the growth of China＇s foreign trade and to adapt to the rapid development of cross-border e-commerce, China＇s customs promote the reform of the decentralization of power, the integration of customs clearance and so on, which are both challenges and opportunities to customs brokers and higher requirements are also raised for customs employees. Higher vocational colleges bear the responsibility of cultivating the qualified customs personnel in accordance with the new situation. But there are some shortcomings in the construction of higher vocational customs declaration textbooks at present. For example, the teaching materials cannot keep up with the development of the situation which emphases theoretical knowledge, and the style of the body is single. Higher vocational colleges should make use of the school enterprise cooperation process to develop the material for customs declaration. That is to put related materials design in the curriculum system, involve the enterprises into the development from beginning to end, become work process oriented, set the learning situation according to the actual posts, and arrange typical tasks, so that the students can be enabled to acquire knowledge and skills in work experience.
