On the Open Government Data Policy System of the United States

在政府数据开放运动中,美国形成了较为完善的政府数据开放政策体系,为政府数据开放提供了保障。论文在界定政府数据开放政策概念的基础上,从权利保障、数据收集、数据发布、数据质量、隐私安全等方面分析了美国政府数据开放政策体系,并对完善我国政府数据开放政策提出了建议。

In the open government data movement,the United States has formed a relatively complete policy system of open government data,which has provided a guarantee for open government data.This paper defines the concept of open government data policy,discusses the open government data policy system of the US from the aspects of right protection,data collection,data dissemination,data quality,privacy and security,and provides a reference for improving the open government policies of China.
