摘要
为评价陕西省水资源利用状况、提高利用效率,运用考虑非期望产出要素的SBM模型对2009~2015年陕西省10地市的面板数据进行分析,得到水资源利用综合效率、纯技术效率、规模效率和规模报酬情况,确定水资源管理标杆城市,利用投影定理计算出无效率城市与标杆城市的差距。结果表明,陕西省2009~2015年综合效率平均值呈波动趋势,废污水排放冗余过高是造成水资源利用效率无效的主要原因,并针对无效率城市提出了水资源利用的改进方向和学习标杆。
In order to evaluate the utilization status and improve the utilization efficiency of water resources in Shaanxi Province,the panel data of 10 cities from 2009 to 2015 were analyzed by SBM model,which considered the non-expected output factors.The water resources utilization comprehensive efficiency,pure technical efficiency,scale efficiency and the situation of scale returns were measured.Then the benchmarking city of water resources management was determined.The projection theorem was used to calculate the gap between inefficient cities and benchmarking cities.The results show that the average efficiency of Shaanxi Province from 2009 to 2015 has a fluctuating trend,and the excessive discharge of waste water is the main reason for the inefficiency of water resources utilization.Finally,the direction and learning benchmark was given to the inefficient cities.
