少数民族地区环境法制建设研究

目前少数民族地区面临着严峻的生态环境问题,诸如植被覆盖率低、水土流失现象严重,江河断流、生物多样性受到挑战,工业污染加剧、荒漠化范围扩大等。制约少数民族地区环境法制建设的因素是多方面的,即相关法律制度不健全,经济发展模式的相对滞后,少数民族环保意识的缺失,城市化和工业化过程中资源开发利用的不合理。强化少数民族地区的环境法制建设,应当完善环境立法,加大对少数民族地区的资金投入和环保意识的宣传力度,同时,政府应履行好职能,加大对资源开发和养护的管控力度。
