云南边疆多民族地区公共文化建设跨越式发展研究

A study of the great leap-forward development of public cultural construction in the multi-ethnic border areas of Yunnan

尽管云南省在推进现代公共文化服务体系建设进程中取得了可喜的成绩,但是,无论在公共文化基础设施建设、产品与服务供给、服务效能提升、体制机制创新、人才队伍建设等方面依然存在诸多问题。要实现云南边疆多民族地区公共文化建设跨越式发展,必须坚持政府主导,科学规划,逐步推进;加大政策倾斜与投入力度,加强标准化建设;以重点地区为突破,推进均等化实现;同时,整合资源,统筹推进社会化,并在服务效能提升、体制机制创新、人才队伍建设等方面实现新突破。

In recent years,the construction of the public cultural service system in Yunnan has made great progress,but quite a few problems have remained,including those related to public cultural facilities,products and services,service efficiency,institutional innovation and personnel management. The great leap-forward development of public cultural construction in the multi-ethnic border areas of Yunnan relies on the following： adherence to the government-led scientific planning,step-by-step progress,more favorable policies,standardized construction,promotion of equality in key areas,quick socialization process,integration of resources,and new breakthroughs in the relevant aspects.
