政府补贴与企业技术创新效率——来自2009-2013年战略性新兴产业上市公司的证据

Government Subsidies and Innovation Efficiency of Business Technology:Based on the Listed Companies of Strategic Emerging Industries During 2009-2013

政府补贴是促进企业技术创新的重要手段,但实证检验政府补贴对企业技术创新效率的影响及市场化进程、市场竞争与股权集中度的调节作用,结果表明,政府补贴难以提高企业技术创新效率。在市场化进程不同的地区、产品市场竞争程度不同的行业以及在股权集中度不同的企业中政府补贴对企业技术创新效率均没有显著性影响。因此,单纯增加补贴力度难以提高企业技术创新效率。要提高企业技术创新效率,必须完善补贴制度:健全补贴对象的筛选机制;改革科技评估和评审体制;建立和完善政府补贴的信息披露制度;探索建立政府补贴的退出机制;建立企业技术创新的信用机制。

Government subsidies are an vital method to promote the innovation of business technology.This paper demonstrates the impacts of government subsidies on innovation efficiency of business technology and its regulating role in marketization,market competition and ownership concentration.From the empirical results,we find that it is difficult to enhance the innovation efficiency of business technology with government subsidy.Moreover,there are no significant effect of government subsidies on innovation efficiency of business technology in different marketization process areas,in different product market competition industries and in different dispersed ownership companies.Therefore,in order to enhance the technology innovation efficiency,it is necessary to perfect the subsidy system,to improve screening mechanism of subsidy object,to reform the assessment and review system of science and technology,to establish and perfect the information disclosure system of government subsidy,to explore setting up the exit mechanism of government subsidy and establish credit mechanism of business technology innovation.
